NOTICE OF RACE
1.1 The regatta will be governed by the 1997-2000 ISAF Racing Rules of Sailing (RRS), the prescriptions of US SAILING, the rules of the Club 420, Laser, and Optimist Classes (except as any of these are altered by the Sailing Instructions), this Notice of Race, and by the Sailing Instructions.
1.2 ALCOHOL & DRUGS
Per US SAILING Regulation 5.03, no competitor shall use, either on or off the water, alcoholic beverages (beer, wine, and distilled spirits) or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. This regulation is in effect during the entire event, from date and time of arrival through date and time of departure.
On report of a violation of this regulation, a hearing will be held generally in accord with the recommendations of Appendix P of the RRS. Penalties for a violation of the regulation may range from a reprimand to dismissal from the regatta. Additionally, the hearing officers may recommend further action under rule 69.
The officers for hearing a violation of US SAILING Regulation 5.03 will consist of the Chief Judge, acting as chairman of the hearing, the jury, and the Event Chairman.
The regatta is classified as a Category A Event in accordance with Appendix G of the RRS.
Boats of the Club 420, Laser, Laser Radial, and Optimist classes will be used. Competitors must supply their own boats.
4. ELIGIBILITY & ENTRY
Applicants for all classes must be less than 19 years old and may not turn 19 years old in the year of the event.
4.2 FLEET LIMITS
Fleet sizes are limited, on a first come first served basis, as follows: 100 Optimist Champion, 50 Optimist Green, 75 Club 420, 50 Laser (combined total of Radial and Full Rig). Completed applications will be processed in the order received.
4.3 US SAILING MEMBERSHIP
US SAILING membership is required for each competitor (helmsman and crew for doublehanded classes). Competitors may sign up at registration.
4.4 MASS BAY SAILING ASSOCIATION MEMBERSHIP
Membership in Mass Bay Sailing Association is required of all competitors not belonging to another US SAILING Yacht Racing Association. Competitors may sign up at registration. Membership fee is $10.
Application shall be made by completing the entry form, medical form and waiver for each competitor, and returning them with one check for the entry fee(s) (payable to Sandy Bay Sailing Program) to: Sandy Bay Sailing Program, P.O. Box 37, Rockport, MA 01966.
The entry fee for all classes is $55 per competitor (entries must be postmarked by August 1, 1999, $20/competitor late fee to apply thereafter). The entry fee includes an official USA Junior Olympic T-shirt, 3 lunches, 2 dinners, trophies, etc. The entry fee, payable to Sandy Bay Sailing Program, must be included with the entry form. The entry fee is non-refundable.
Housing will be provided for competitors whose one-way travel times exceed one hour. All requests for housing must be received on or before August 1, 1999.
All coaches and support boats will be asked to register on Tuesday morning. US SAILING certified Instructors/Coaches will be given appropriate access and recognition.

10. SAILING INSTRUCTIONS
The sailing instructions will be available at registration/check-in.
All competitors are responsible for insuring that their boats are in compliance with all class rules.
The Low-Point Scoring System, Appendix A2 of the racing rules, will apply for all classes, except that there will be one throwout provided that five or more races are completed. A maximum of 10 races is scheduled, of which 3 shall be completed to constitute a series.
USA Junior Olympic medals will be awarded to competitors placing first through third in all divisions. Mass Bay Jr. Championship prizes will be awarded to the top five in each division. The Bank Boston Sportsmanship Trophy will be awarded to the competitor who exemplifies the highest quality of sportsmanship.
